Build UK Update

Red Diesel Consultation
Following the announcement by Government that the entitlement to use red diesel on construction projects will be removed from April 2022, there is now a further consultation inviting a!ected industry sectors to set out any exceptional reasons why this change should be reviewed.

Whilst the industry supports the objective to tackle climate change, it has just 18 months to adapt from paying duty of 11.14 pence per litre for red diesel to paying the standard rate for road fuel diesel of 57.95 pence per litre, which will have significant implications, particularly on projects with heavy use of plant and equipment. Build UK is working with other trade bodies on the Construction Leadership Council (CLC) to present a collective response from the construction sector.

CE Marking Changes
The Government has confirmed that CE marked products can continue to be sold in England, Wales and Scotland after the end of the transition period until 31 December 2021 to allow businesses time to adjust. From 1 January 2022, the CE mark will no longer be recognised and products will require the UK Conformity Assessed (UKCA) mark from a ‘UK approved body’ to demonstrate compliance. Businesses are being encouraged now to prepare for the changes to the Construction Products Regulation, and the Government has published detailed guidance, although this does not cover Northern Ireland and further information will be provided for products to be placed on the market there.

CLOCS & Local Authorities
Build UK has joined the CIOB and ICE in calling for Local Authorities to adopt the Construction Logistics and Community Safety (CLOCS) standard in order to reduce the risks from construction vehicles to road users in local communities. Clients and contractors can play their part by implementing the CLOCS standard, which requires stakeholders in construction to take responsibility for health and safety ‘beyond the hoardings’, on all their projects across the UK and urging Local Authorities to do the same.

Talent Retention Scheme
The Construction Talent Retention Scheme is gathering pace as increasing numbers of employers and individuals sign up. Developed by the CLC and supported by BEIS, the job matching service enables companies to advertise vacancies with the aim of retaining people with the skills we need within the industry. Those looking for work can search for permanent and contract roles, find apprenticeships, and promote their knowledge and expertise.

Self-Employed Support
Eligible individuals can claim a second and final grant via the Self‐Employment Income Support Scheme if their business has been adversely a!ected by coronavirus since 14 July. The deadline for claims is 19 October 2020 and individuals can claim the second grant even if they didn’t access the first.

Women Count
Companies are missing out on an additional £47 billion in pre‐tax profit due to a lack of gender diversity. Those with more than 33% of women on their executive committes achieve margins over 10 times greater than those with no women at this level, reinforcing the value of a more diverse workforce.
